For each device

  1. Register device
  2. Repeat until test build works
    1. Make a test build
    2. Test and fix
  3. For non LOS Devices
    1. Device specific repos in EOS Devices group
    2. Get manifests into EOS local_manifests repo
  4. Do some documentation stuff
  5. Make the dev build
