Log retention date by user

Currently the log retention and rotation is set for all users to 28 days in these templates:

• https://git.coop/webarch/users/-/blob/master/templates/apache_users_logrotate.j2
• https://git.coop/webarch/users/-/blob/master/templates/phpfpm_users_logrotate.j2

It would be better if we could set this value by user account as some users need lower values.

"not more than 6 or 7 days" seem seem to be according to a German law
