Changing a decision type while adding takes you to the wrong screen

Steps to reproduce:

1. Click add decision
2. While adding the decision, change the dropdown to make it a proposal
3. Click Save Expected result: I'm on the Proposal List page and I can see my new Proposal Actual result: I'm on the Decision List page and I can't see my new Proposal because it's on the Proposal List page so I might get confused.
