Implement pagination #tasks 708415

This is my latest attempt at pagination.

Since second draft:

• Improved pagination methods
• Added tests
• Fixed the test I broke

Un-related change included in this commit:

• Refactor of sort tests in DecisionListTest (sorry this is not broken out - this class got edited a lot during the pagination tests so I included it here)

Please note that Pull Request #40 and Pull Request #42 are already merged into this branch. So, best to look at after looking at 40 and 42
