Add goals and outputs

Merge request #16 first. The use of outputs in the commit message and outcomes in the branch name is because we apparently got the two concepts mixed up. The usage in commit messages is correct. At the time of submitting this request, one javascript test is known to fail, but I can't find the problem and it doesn't test new functionality.
