MPM switching and TLS 1.3

TLS 1.3 automatically enabled on Debian Buster and switching of the Apache MPM works without creating things and also a refactoring has been done make things more efficient and faster, a2query is used to check loaded modules, conf and sites to see if changes need to be make before making changes.
