Generate a README.md for each user account

Generate a ~/README.md for each users that:

• List the VirtualHost's and ServerAlias' and DocumentRoot's, the robots rules if any, HTTP Authentication status and if PHP is enabled
• Lists the cron jobs
• Links to the wiki documentation and where to get help
