The long term vision of this was to be able to have different categorisations
for different feedback types but we never properly supported that. So for now
rename 'question' (which was confusing anyway) to 'all' because the categories
apply to all feedback types

For data entered as text for now. For the constants, we should really be displaying
the internationalised display text but leave that for another time
