This is a bit of quick ad hoc approach still - the fixtures will need
manual loading, and some manual changes in the admin backend (after
loading taxonomoy fixture).

But it feels premature to automate this not knowing more about how many
instances will be supported and what approaches for default setups make
most sense (would we move this to multisite etc).

Add sub_location to Message

At current state, filtering with the new sub_location field is not
related to the location field on Message because it is not clear what
behaviour should take place. For example, filtering only sub locations
of specific locations or filtering on all sub-locations.

Allow multiple terms to be separated by comma

Up to now, including multiple terms on a single row of a spreadsheet
would only create one term. This change makes the importer recognise a
comma as a separator for multiple terms.
